Failed the Virginia Permit Test 3 Times? Here's What You Need to Do Next

Published on August 26, 2026

Failing a Virginia test is frustrating, but the next step depends on which exam you failed, how many times you failed it, your age, and your driver-education history. The three-failure rule applies separately to the knowledge exam and road skills test.

After one or two knowledge-exam failures

Review the Virginia Driver’s Manual and use practice tests to identify the topics you missed. Applicants under 18 must wait a full 15 days before retaking a failed knowledge exam. Check the current DMV exam instructions before booking another attempt.

After three knowledge-exam failures

Virginia requires additional driver training before a fourth attempt. The correct route depends on age and when the classroom portion of driver education was completed:

  • Under 18: If the required classroom driver-education component is completed after the third failure, its completion certificate may satisfy the rule. If classroom driver education was completed before the third failure, DMV says an eight-hour Driver’s Manual Course may be an option; proof of prior classroom completion is required before enrollment.
  • Age 18 or older: An eight-hour Driver’s Manual Course may be completed in person or online through a DMV-licensed online driver-training school or VADETS. Its completion date must be after the third failure.

The course certificate must be provided to DMV as required before retesting. A Driver Improvement Clinic does not satisfy this rule. Review DMV’s full three-failure instructions before registering.

After three road-skills-test failures

This is a different requirement. DMV says a person who fails the road skills test three times must complete the applicable behind-the-wheel component of driver education before testing again. The eight-hour Driver’s Manual Course is for the knowledge-exam route, not the road-test route.

Before you choose a course

  1. Write down the exact exam that was failed and the dates of all attempts.
  2. Note your age and when you completed classroom driver education, if applicable.
  3. Match your situation to DMV’s official instructions.
  4. Confirm the school, course, and provider are authorized for that requirement.
  5. Keep the completion proof and follow DMV instructions before scheduling a retest.
