Virginia's Graduated Driver Licensing (GDL) Program Explained

Teen driving carries inherent risks, which is why Virginia employs a Graduated Driver Licensing (GDL) program. This structured system gradually introduces driving privileges to teenagers, minimizing high-risk situations while they gain critical experience. At Alpha Driving School, we ensure all our Northern Virginia students fully understand these restrictions.

Phase 1: The Learner's Permit

The GDL process begins with the learner's permit, available at age 15 and 6 months. During this phase, teens are only permitted to drive when accompanied by a licensed driver who is at least 21 years old (or 18 if they are a legal guardian or sibling) seated in the front passenger seat. This phase lasts for a mandatory minimum of 9 months.

Phase 2: The Restricted License

After holding a permit for 9 months, completing driver education, logging 45 practice hours, and passing the road test, teens receive a restricted license. However, critical restrictions apply until the driver turns 18:

The Midnight Curfew

Virginia law strictly prohibits teen drivers from operating a vehicle between midnight and 4:00 AM. Exceptions are only made for driving to/from work, school-sponsored activities, or in emergency situations accompanied by a parent.

Passenger Limitations

Passenger restrictions are strictly enforced to reduce distractions. During the first year of holding a restricted license, a teen may only have one non-family passenger under the age of 21. After the first year, they may carry up to three non-family passengers under 21, but only in specific situations (like driving to school) or if a licensed adult is in the front seat.

Cell Phone Ban

Virginia enforces a strict ban on all cellular phone use—whether handheld or hands-free—for drivers under the age of 18. This means no texting, calling, or using navigation apps while the vehicle is in motion.

Phase 3: The Full License

Once a driver turns 18, the passenger and curfew restrictions are lifted, transitioning the restricted license into a full, unrestricted driver's license. By adhering to the GDL program, young drivers in Virginia build the defensive driving skills necessary for a lifetime of safe driving.
